The waterfront since 2005

The rezoning built the towers, and the towers got their own ZIP

On May 11, 2005, the City Council approved a rezoning of roughly two miles of the Greenpoint and Williamsburg waterfront, moving blocks zoned mostly for manufacturing toward large and small residential buildings.

High-rise condo and rental buildings followed along Kent Avenue. The old Domino Sugar Refinery, which ran until 2004, became a mixed-use site with Domino Park, a five-acre waterfront park operated by Two Trees Management. Marsha P. Johnson State Park, seven acres of former rail yard, sits a little north on Kent Avenue and is run by New York State Parks.

The mail changed too. On July 1, 2011, the Postal Service moved the western, waterfront side of the neighborhood from 11211 to a new ZIP, 11249. Both waterfront parks carry 11249 addresses, and so do the towers along Kent Avenue. The ZIP is on this site's list, so give the street number rather than the old 11211 when you call.

Inland, in 11211 and 11206, building work tends to happen on one lot at a time, often a new building squeezed between older walk-ups. Once the frame climbs several floors, a unit at the curb costs the crew a long trip each time. How a delivery truck reaches a Williamsburg block

Under the el

Broadway runs beneath three tracks of elevated line, with stations at Marcy Avenue, Hewes Street and Lorimer Street. A unit tucked against the curb there sits between column lines and moving traffic, so ask whether a side street works better.

Most deliveries come off the BQE. Through Williamsburg the expressway runs below street level, with an interchange for the Williamsburg Bridge and an exit at Metropolitan Avenue a short way on. A site close to either point is easy for a driver to reach. A site deep inside the Southside grid means more turns, and the approach depends on which way the block runs.

That's the reason to give the rental company the house number instead of "near the Marcy stop." It lets the dispatcher pick the side of the street the truck will stop on and check the route for low clearances and tight corners before the driver leaves the yard.

Placement comes next. A unit inside the lot line, in a front areaway or a rear yard reachable from the street, needs no city permit for the spot itself. The service truck has to stop within reach of the unit on every visit, not only on delivery day, so pick a spot that works on a weekday morning as well as on the day you measure it.

South Williamsburg: set the calendar before the drop-off date

Below Division Avenue, the calendar shapes a rental as much as the curb does. Where the owner, the tenants or the organizer observe Shabbat and the Jewish holidays, they may not want a truck arriving, pumping a unit or picking it up on those days. Ask the person in charge of the building or the event which days are off limits, then give those days to the rental company on the first call.

The city's street rules follow the same calendar in one way that matters. New York suspends alternate side parking on Rosh Hashanah, Yom Kippur, Sukkot, Passover, Shavuot and several other Jewish holidays, although meters stay in effect. Cars that would normally move for street cleaning can stay put, and a service truck that counted on an open curb may find none.

McCarren Park and the blocks around it

McCarren Park covers 35 acres on the Williamsburg and Greenpoint line, bounded by Nassau Avenue, Bayard Street, Leonard Street and North 12th Street, and crossed by Bedford and Driggs Avenues. Its east end holds the McCarren Park Pool and Play Center. It's NYC Parks land, so an organized event there runs on a Parks permit, and any toilets go inside the area that permit covers.

Street events nearby are a different office. A block party or a street fair on a closed street goes through the city's Street Activity Permit Office, and the units have to fit inside the closure and its hours.

A shoot or a pop-up on a commercial block

For a long day with a crew in dress clothes or talent on set, a restroom trailer may suit better than a row of units. It needs a level stretch of curb or lot and usually a power source, so check both before you ask for one.

A building without enough working toilets for the crowd needs units in a yard or loading area. Walk the path from the loading door to the spot, and note anything narrower than a pallet jack.

Williamsburg questions before you book

My building is on the waterfront and its address ends in 11249. Is that covered?

Yes. 11249 is on the list along with 11211 and 11206, so a Kent Avenue tower or a lot by the river is covered the same way as an inland block. Give the street number when you call, because waterfront towers and the parks beside them often set their own loading rules.

Should a job in South Williamsburg avoid Saturday drop-offs?

Ask the building owner or the event organizer before you book. If they observe Shabbat, they will likely want delivery, service visits and pickup on other days, and the same goes for Jewish holidays. Say so on the call so the schedule is written into the quote instead of fixed later.

Can the truck stop under the el on Broadway to service a unit?

Sometimes, but plan for a side street. Broadway carries traffic between rows of columns that hold up the elevated line, and a truck stopped there for a pump-out blocks a lane. A unit placed half a block off Broadway is usually easier to reach on every visit.
